The NH House has approved the state budget (HB 1 and HB 2) and the capital budget (HB 25).
The House version significantly reduces spending compared to Governor Kelly Ayotte’s original proposal. The total Budget is $15.36 billion over two years, $643 million less than Ayotte’s plan.
There are many cuts to various State Agencies. For example, the recently created “Housing Appeals Board” is eliminated. The House also cut $80 million cut from the University System of New Hampshire, including $50 million from UNH.
The budget raises $60 million in fees. $45 million of which are motor vehicle increases that will flow into the Highway fund.
House Bill 25 is the capital budget for the biennium. It outlines appropriations for capital improvements across various state departments and agencies. Here are some key allocations:
- Administrative Services: $15.4 million for projects like State House Annex Renovation and sprinkler replacements.
- Community College System: $850,487, including workforce capacity building in welding.
- Corrections Department: $12 million for electronic controls, HVAC replacements, and boiler upgrades.
- Education Department: Jaffrey-Rindge CTE Renovation was removed, cutting $18.5 million.
- Environmental Services: $49.6 million for dam repairs, drinking water funds, and Winnipesaukee River Basin upgrades.
- Fish and Game Commission: $2.4 million for hatchery predator control and inland fisheries equipment.
The budget and capital budget now moves to the Senate Finance Committee, where further revisions are expected before final approval.
